The Town of Tonawanda is the project sponsor and recipient of a New York State grant provided by the New York State Department of State, which will also provide project oversight. The New York State Department of Environmental Conservation will provide advice on environmental remediation in the project area.
LaBella Associates leads a multi-disciplinary consulting team to develop an action plan for the area. Their areas of expertise include planning, civil, engineering, architecture, and environmental impact analysis as well as project management. Parsons Brinckerhoff provides transportation planning services. The legal firm, Harris Beach PLLC, provides land ownership and liability analysis. CBRE Buffalo provides real estate analysis. Joy Kuebler Landscape Architect, PC will contribute landscape and green infrastructure design. Environmental Design and Research (EDR) provides urban design, wetlands, and habitat restoration analysis as well as public outreach. MJ Engineering and Land Surveying PC will provide public outreach and site planning services.

The Town of Tonawanda has received a grant from the New York State Department of State to prepare the Tonawanda Opportunity Area plan to advance the redevelopment of strategic sites. The Town will focus on strategic sites along River Road, the Niagara River waterfront and other industrial areas in the nearly 2,400 acres crescent shape between Military Road and Sheridan Drive.
The purpose of the project is to develop an area wide redevelopment plan for underutilized, vacant, abandoned, or contaminated properties that will catalyze redevelopment in the Town. Local, regional and state partners will be involved throughout the project to help promote redevelopment of strategic sites. The comprehensive redevelopment plan developed under this project will be based on a community vision and balance environmental, economic, and community needs. It will also evaluate land use, zoning, property ownership, utilities, transportation issues, and environmental constraints that may be impediments to redevelopment.
The project will build upon the concepts and recommendations developed in a preliminary plan completed in 2012 as well as more recent projects completed in the interim. Since the completion of the preliminary plan, the Town has updated their Comprehensive Plan and completed a Waterfront Land Use Plan. Portions of the Riverview Solar Technology Park and North Youngmann Commerce Center have been built (including Fed-Ex, Unifrax, and First Source). The Spaulding Commerce Park is now shovel-ready certified and businesses have been built adjacent to the park (Simmers Crane Design & Service).
